Dubai is known for building at a scale that can change the shape of an entire city. As the emirate moves toward 2028, several major developments are changing where people will live, work, travel and spend their time.
Some of these projects will not be fully completed by 2028. Instead, the next two years are expected to be an important period of construction and development. From new metro connections and waterfront communities to a future mega-airport, these projects are helping shape Dubai’s long-term growth.
Here are 7 major Dubai megaprojects to watch as the city moves toward 2028.
1. Dubai Metro Blue Line
The Dubai Metro Blue Line is one of the most important transport projects currently under construction. The 30-kilometre route will include 14 stations and connect areas such as Dubai Creek Harbour, Ras Al Khor, International City, Dubai Silicon Oasis, Academic City, Mirdif and Al Warqa.
Construction began in 2025, and major tunnelling works were launched in May 2026. The project is scheduled to open on September 9, 2029, meaning 2028 will be a key year as construction moves toward completion.
The Blue Line is also expected to make Dubai Creek Harbour and several growing residential districts easier to reach by public transport.
2. Palm Jebel Ali
Palm Jebel Ali is bringing a huge new waterfront destination back into Dubai’s development story.
The project is planned across seven islands and 16 fronds, with around 120 kilometres of coastline and more than 90 kilometres of beachfront. Construction is now moving from planning into visible delivery.
In April 2026, Nakheel awarded more than AED 3.5 billion in contracts for 544 villas, with completion of those villas targeted for the fourth quarter of 2028.
The project could become one of Dubai’s most important luxury residential and tourism destinations as more infrastructure, homes and amenities are delivered.
3. Dubai Creek Harbour and Dubai Square
Dubai Creek Harbour is developing into a major waterfront district combining homes, retail, hotels, public spaces and entertainment.
Emaar describes the community as a large waterfront destination with residential space, parks, a marina and access to the Ras Al Khor Wildlife Sanctuary. The future Blue Line will also provide metro connectivity to the area.
One of the biggest additions is Dubai Square, a planned retail and entertainment destination that Emaar says will have approximately 2.6 million square metres of retail, hospitality and commercial space. The wider Dubai Creek Harbour project has been described as an AED 180 billion development.
By 2028, continued construction here could significantly change Dubai’s eastern waterfront skyline.
4. Al Maktoum International Airport
Perhaps the biggest long-term infrastructure project on this list is the expansion of Al Maktoum International Airport in Dubai South.
The new passenger terminal programme has an announced investment of AED 128 billion. When fully developed, the airport is planned to handle up to 260 million passengers annually, with 400 aircraft gates and five parallel runways.
Importantly, this is not a project expected to be finished by 2028. Dubai’s latest government update says the first phase remains on course to begin operations in 2032.
However, the construction activity leading up to 2028 will be important because the airport is expected to support a much larger aviation, logistics and business ecosystem around Dubai South.
5. Dubai Design District Expansion
Dubai Design District, also known as d3, is expanding into a larger waterfront neighbourhood focused on design, culture, business and modern living.
The newly announced residential masterplan covers about 18 million square feet and includes residential areas, retail, hospitality, cultural spaces, green areas and pedestrian-friendly streets. The plan also includes a shaded pedestrian spine called the Design Line.
This development is important because it supports Dubai’s ambition to become a global centre for creativity, design and innovation.
By 2028, the expanded district could become an even stronger link between Downtown Dubai, Dubai Creek and the city’s creative economy.
6. Dubai Creek Waterfront Transformation
Dubai is also investing in projects that improve existing parts of the city rather than simply creating new districts.
One example is the Dubai Creek Lights project, which is designed to create an eight-kilometre nighttime experience along Dubai Creek. The project includes more than 5,000 lighting units across key areas including Creek Quay, Al Shindagha, Bur Dubai Souq and Al Seef Marina.
The project is scheduled for completion in the first quarter of 2027.
That means by 2028, Dubai Creek could offer a significantly upgraded nighttime environment, combining heritage, tourism, public spaces and modern technology.
7. Dubai Metro Gold Line
Dubai’s transport transformation does not stop with the Blue Line.
In 2026, Dubai announced the Metro Gold Line, a proposed 42-kilometre metro route with 18 stations and an estimated investment of AED 34 billion. The line is planned to connect 15 strategic locations and is scheduled for completion on September 9, 2032.
Although the Gold Line will not be finished by 2028, its planning and construction programme will influence Dubai’s future urban development.
The project is expected to support the growth of numerous major developments and further expand the city’s public transport network.
What Will Dubai Look Like by 2028?
Dubai in 2028 is unlikely to be defined by one single landmark. Instead, the city’s transformation will come from many connected projects.
New metro lines will improve connectivity. Palm Jebel Ali will expand the coastline. Dubai Creek Harbour will grow into a major waterfront district. Dubai South will prepare for the next generation of aviation and logistics. At the same time, projects such as Dubai Design District and Dubai Creek’s public-space upgrades will strengthen lifestyle and cultural destinations.
